Rysk pastor dömd till höga böter för “arrangemang av friluftsmöte”



RYSSLAND

"Baptistpastorn Pavel Piliptjuk frisläpptes efter sin fem dagar långa fängelsedom den 18 april. Han straffades för att ha vägrat betala böter som han ansåg vara orättvisa som han dömts till åtta månader tidigare för att han påstods ha arrangerat ett kristet friluftsmöte i mars 2014, utan att på förhand ha informerat stadens administration. I augusti 2014 dömdes han för detta till böter motsvarande två veckors medellön, 20 000 rubel, ett belopp som senare dubblerats som straff för att Piliptjuk inte betalat summan.

”Nu har halva bötesbeloppet dragits av, som om han skulle ha betalat det”, uppgav baptistvänner. ”20 000 rubel för fem dagars fängelse! Men det ursprungliga beloppet på 20 000 rubel står kvar. Han kommer att fortsätta att överklaga beslutet.”

Piliptjuks böter hade redan i december 2014 dubblerats till 40 000 rubel, på grund av utebliven betalning. Den regionala domstolen hade avslagit hans överklagan den 29 september 2014. Piliptjuk åtalades alltså som ansvarig för en grupp från Orel baptistförsamling som firade palmsöndagen 2014 genom att samlas utomhus och sjunga andliga sånger och dela ut kristen litteratur. ”Evangeliseringen gick bra, människor lyssnade uppmärksamt, ingen avbröt oss och polisen var inte på plats.”

Baptister påstår att Piliptjuk inte var med vid friluftsmötet och inte heller var ansvarig för det. I domstolen ignorerades emellertid församlingsmedlemmarnas vittnesmål eftersom de bedömdes vara part i målet.

Enligt domstolsbeslutet innebar friluftsmötet ”en fara för den allmänna ordningen, moralen och hälsan, både för deltagarna i det religiösa evenemanget och för tredje parter, vilket kräver att de offentliga myndigheterna vidtar åtgärder för att trygga den allmänna ordningen och medborgarnas säkerhet och fred.” Domen pekade också på att polismän hade vittnat om att allmänheten hade ringt och uttryckt sin ”negativa reaktion” på evenemanget och sin avsikt att hindra det, ”även genom aktiv intervention”. Denna dom föll trots ett utslag från Europadomstolen i Strasbourg år 2007 i ett liknande fall. Då fastslog Europadomstolen att de ryska myndigheterna är förpliktade att upprätthålla religiösa samfunds rätt att hålla dylika offentliga möten, fastän det finns opposition mot dem.

Att i Ryssland offentligt utöva sin religions- eller trosfrihet på allmänna platser medför fortfarande fientlig uppmärksamhet från polismyndigheterna, vilket ofta leder till åtal och femsiffriga bötesbelopp. Lagändringar infördes i oktober 2014 för att klarlägga när religiösa ceremonier fritt kan hållas och specificera att inte alla evenemang kräver att myndigheterna informeras på förhand. Utgående från domstolsutlåtanden innevarande år verkar dessa förändringar ha haft mycket liten effekt. Från början av år 2015 har totalt 13 enskilda personer dömts till böter för att ha arrangerat offentliga religiösa evenemang.

Det finns en fundamental skillnad i sättet att se på utövandet av religions- eller trosfrihet hos dem som utövar dessa rättigheter och hos polismyndigheterna. Beträffande Piliptjuks fall påpekade baptister att ”kristna sånger och samtal med människor kan inte klassificeras på samma sätt som massmöten, blockader, marscher och demonstrationer.”

INDONESIEN


"Åtta män som avrättades i Indonesien sjöng lovsånger till Herren när de gick mot döden.
”De prisade sin Gud”, berättar pastor Karina de Vega. ”Det var hisnande. Jag har aldrig förut sett någon så ivrig att få möta sin Gud.”

Dessa män var inte martyrer utan dömda för drogsmuggling. Medan en kvinna slapp dödsstraff, orsakade avrättningarna av dessa män ett internationellt ramaskri och man pekade på fångarnas omvändelse. Som en internationell artist skriver i ett öppet brev till Indonesiens president: ”Deras brott skedde för länge sedan, deras hjärtan och sinne förvandlades för alltid av deras brott, deras domstolsprocesser och den smärta de orsakat sina nära och kära.”

En av de avrättade, Andrew Chan, ledde Bibelstudier och blev prästvigd medan han satt i fängelset. Chan dömdes som drogsmugglare.

Orden till Förunderlig nåd och bönen Fader vår ekade bland de dömda när de gick mot döden. Vi ber att deras starka vittnesbörd om en älskande och förlåtande Gud ska bära rik frukt i detta fängelse, i detta enorma muslimska land och i hela världen. Vi ber att det som skett får styrka de indonesiska kristna som ofta möter trakasserier och förföljelse för sin tros skull."

Urgent - Well-known human rights lawyer Vadim Kuramshin on hunger strike - placed in a cold solitary confinement

Kazakhstan. Imprisoned (false charges) human rights defender Vadim Kuramshin repeatedly exposed corruption in the country, denounced the crimes against the opposition and workers in strike, exposed torture and murders of prisoners.

Dangerous situation: Вадим Курамшин (Vadim Kuramshin) is placed in a solitary confinement (very cold place) due to his hunger strike! He has not been given warm chothes or a blanket and same things happened in the previous two hunger strikes. No medical care (but very late).

Due to weather conditions it is difficult for lawyers to visit him in the prison.

Вадим Курамшин's wife Екатерина Курамшина (Ekaterina Kuramshina) is trying very hard to solve the problem with the confiscated manuscript (the first volume of the book about prison conditions in Kazakhstan) written by Vadim. The lawyers think that there could be different kind of provocations...

Pray for Olga Koltunova (comfort and hope) and for Екатерина Курамшина (hope, strength, safety) and for Вадим Курамшин (Vadim Kuramshin) pray for safety, protection, hope, strength, good friends, survival, future, good lawyers, justice!) Pray for the whole family and for his friends (strength, hope).
