Centralasien - Lång väg kvar till religionsfrihet

UZBEKISTAN

"Donijor Ahmedov, en baptist, var en av tre protestanter i Uzbekistan som hållits fängslade i mellan sju och femton dagar i mars och april. Han fängslades efter att på gatan ha bjudit ut en religiös skrift till en förbigående. Under den senare delen av den 15 dagar långa fängelsetiden hölls Ahmedov ”i en liten cell med över 10 fångar inklämda och det knappt fanns utrymme att sova på ens golvet” berättade bekymrade baptistvänner till Ahmedov. Efter att han frigavs kallades han till domstol och dömdes till böter motsvarande över tre års officiell minimilön. Laziz Kurbonov, vice polischef i Ahangaran, vägrade diskutera Ahmedovs fall med Forum 18. ”Jag har hundratals fall och vill inte tala om detta i telefon.”

Protestanter och Jehovas vittnen döms ofta till böter och ibland till korta fängelsestraff, medan muslimer som utövar sin rätt till religions- eller trosfrihet ofta möter mycket strängare straff, inklusive långa fängelsedomar.

I Uzbekistan, ett land lika stort som Sverige med en befolkning på 29 miljoner, är religions- eller trosfriheten, liksom liknande mänskliga rättigheter som uttrycksfrihet och mötesfrihet, mycket begränsade. Fastän 88 % av befolkningen är muslimer, försöker staten hålla kontrollen över alla religiösa samfund, vilket innebär att all verksamhet utan statligt tillstånd är illegal. Det finns exempelvis stränga restriktioner för muslimer som vill iaktta ramadan eller göra ’hadj’ (pilgrimsresa), och hemliga polisen NSS utför allmänt både dold och öppen bevakning av alla religiösa samfund. Sträng censur innebär allvarliga begränsningar i tillgången på litteratur och innefattar också att läsa Bibeln eller Koranen i privata hem, och man förstör godtyckligt litteratur som hittas i de vanligt förekommande räderna. Indikationer tyder på att tortyr används rutinmässigt och att man allt oftare riktar in sig på kvinnor. Församlingar och andra religiösa grupper är förbjudna att ordna religiösa aktiviteter och undervisning för barn. I Uzbekistan finns även en kultur av straffrihet för tjänstemän och de troende upplever ofta att rättegångarna är orättvisa på grund av brister i rättsprocesserna. Många interner är samvetsfångar som fängslats för att de utövat sin rätt till religions- eller trosfrihet."

"Vi ber för Nikolai Novikov, en baptistisk troende som kan dömas till upp till tre års fängelse för att han vägrat betala böter han dömdes till 2013 för att på gatan ha delat ut religiös litteratur som inte hade gått genom den statliga censuren. Han har vägrat betala den och andra bötessummor, eftersom han anser att de är orättvisa.

Åklagaren Ajdin Rashidov hävdade envist att Novikovs ”brott” var som han beskrev det ”medelmåttligt allvarligt” och att ifall han döms skyldig skulle han inte dömas till fängelse. Men Rashidov uppgav att han ändå skulle bli tvungen att leva under vissa restriktioner, till exempel leva med utegångsförbud i sitt hem ända upp till tre år. Novikov har påpekat att åtalet är lagstridigt enligt Kazakstans lag. Uppenbarligen har den allmänna åklagarens kansli publicerat en förteckning över religiösa och övriga texter som anses vara ”extremistiska” och vilkas produktion, import eller distribution är förbjuden. Vi ber att religionsfrihet ska få gälla i landet och medan vi väntar på det, ber vi att Gud ger de troende kraft och vishet."

5.1. Recommendations to the authorities of Kazakhstan, Turkmenistan and Uzbekistan

With respect to freedom of expression and the media:

"Put an end to excessive control of the work of media and refrain from using state media as tools of ideological propaganda.

Ensure that independent media and journalists do not face politically motivated legal charges or other forms of harassment for publishing reports that examine and assess the conduct of officials and other public figures.

Abolish excessive restrictions on the use of the internet and other electronic media and do not limit access to online content or other information simply because you do not like or agree with it.

Stop persecuting civil society activists, political opposition members and other dissidents who are openly critical of the authorities, as well as their families and friends.

Immediately and unconditionally release all civil society activists, political opposition members and other individuals who have been imprisoned in retaliation for exercising freedom of expression and other fundamental rights. Drop the charges against all individuals who have been arrested and prosecuted on such grounds.


With respect to freedom of association and assembly:

Ensure that legislation on the implementation of freedom of association and assembly in your countries is consistent with international human rights standards.

Do not suppress peaceful protests staged by citizens in order to express their concerns and misgivings and do not punish the participants in such actions by detaining them or imposing fines or other penalties on them.

Allow independent NGOs and opposition political parties to obtain legal status in a fair and transparent process, as well as to carry out their activities freely and without undue interference by authorities.

Do not obstruct the work of international human rights NGOs in your countries.



With respect to freedom of religion:

Bring legislation on the practice of religion into line with international standards, taking into account recommendations made by international experts, representatives of different religious communities, as well as human rights defenders.

Abolish the ban on the activities of unregistered religious communities and ensure that all religious groups that so wish can be registered in a simple, transparent and fair process.

Ensure that no one is punished for the peaceful and legitimate exercise of freedom of religion and take effective measures to counter intolerance and discrimination against religious minority communities.

Release all who have been imprisoned on religious “extremism” and other charges on the grounds of their religious beliefs and practice."

När vi som kristna får höra om krig, uppror, jordbävningar, svält, fasansfulla ting, fängslanden (utlämnanden till domstolar) och förföljelser för Kristi skull, förräderi och hat för den kristna trons skull, uppmanas vi att inte bli förskräckta. Vi får tillfälle att vittna och orden och vishet ska ges oss. Om vi än dör ska inte ett hår på vårt huvud gå förlorat. Jesu ord i Luk. 21:7-19

Jordbävningar:

Nepal drabbades lördagen den 25.4 av en kraftig och omfattande jordbävning nära huvudstaden Kathmandu som har krävt närmare 2000 människoliv. Efterskalv har förekommit och mänskor övernattar i tält. Elströmmen har varit bruten och internet har saknats. Mänskor är isolerade i bergsbyar. Vägar har rasat ihop. Sjukhusen är överfulla med allvarligt skadade mänskor. Det kommer troligen att bli brist på vatten. Landets enda lilla flygplats för utrikestrafik ligger i en djup dal och landningsbanan är kort och kräver specialutbildade piloter. Flera världsarv såsom ett känt torn och flera tempel är skadade eller helt raserade.

- Vi kan be för sjukvårdspersonalen (att de orkar), be att mediciner och utrustning räcker till och att mera mediciner når fram, be att vägarna röjs upp så att hjälpen kan nå avlägsna byar och platser. Be att alla landningar på den lilla flygplatsen går att genomföra tryggt. Vi kan be att vädret är gynnsamt för dem som måste sova ute. Vi kan be om Guds beskydd och tröst för dem som är ensamma, skadade och sörjande. Vi kan be att man ännu hinner rädda mänskor som blivit levande begravda under rasmassor. Och vi kan be att de troende i landet får kraft och mod att vara ljus och salt; Jesu Kristi vittnen. I Jesu namn. Amen.
