President of Estonia Toomas Hendrik Ilves:

"Today, in addition to terrorists, clearly identifiable Russian military forces are operating in Eastern Ukraine. In other words, this is an undeclared war. Russia's actions are a clear violation of the United Nations Charter, the Helsinki Final Act and the Paris Charter."
